The KNPP and PDF groups have been conducting various acts of sabotage in and around Loikaw, the capital of Kayah State, since December 2021, with the aim of undermining the government’s authority. They have targeted residential buildings, as well as religious, health, and educational facilities. In November 2023, they used heavy weapons to infiltrate Loikaw University, which was not a military target, and abducted teachers. This marked a step in their ongoing campaign to capture Loikaw.
In response, city security forces and local army troops have fiercely resisted these actions. Reinforcements have arrived to support the fight. To prevent Loikaw from falling under the control of these insurgents, Tatmadaw security forces, along with local residents, have joined the effort. They have also provided administrative support to areas such as Hopong, Sishai, and the Loikaw Road, while violent insurgents have blocked routes in Pinlaung and Phekhon.

In MoBye, terrorists constructed bunkers within religious buildings, schools, administrative offices, hospitals, and private residences. They launched attacks on military convoys, planted mines between monasteries, private homes, and along public transportation routes. Additionally, they used local residents’ homes as defensive positions for their assaults. This situation compelled security forces to operate according to the Rules of Engagement (ROE) established by the government.
During the clashes, some members of the Tatmadaw were killed, and others sustained serious injuries while fighting for their country. The Tatmadaw is continuing to clear the remaining 4.5 kilometers of the road connecting Moe Bwe and Loikaw. They are also working to reopen the communication routes between Loikaw, MoBye , Phekhon, and Pinlaung in the near future.
